In the interest of keeping the Preferences panel simple, there is currently
no means for Tools to dock into the window.
Most tools that need to set preferences will need to show their own GUI
window anyway, from which simple preferences can be handled. Tools can also
make use of Preferences.getXxxxx() and Preferences.setXxxxx() to read and
store these options.
