i can't recall whether this is during export or just in general.. i think
it must be for export.

duh, yes.. it's export.. it would be under the "export" section of
processing/todo.txt.

even if one does not use subfolders for content,
CVS folders prevent exporting.
suggestion:
ignore any 'CVS' folders for export and archiving.

if that's the case, that is a separate bug, please re-file it separately
rather than renaming this one for your purposes.

doesn't work properly on windows. will have to revisit later.
