the title, priority, and status should not really be editable for general
users. the title shouldn't be edited by general users after its initial
submission to the db, because it's mistaken as being a subject line for
each response.

similarly, the location of "url" should be denoted as a "url demonstrating the problem", not asking
for the person's personal URL.

better yet, just remove the url box altogether (make it hidden), because we need to encourage the
use of attachments, since URLs go dead by the time i have a chance to fix things.
