The bug database asks us to "use attachments to demonstrate the bug you are
reporting," but when viewing the "Report a bug" page on XP-Firefox and
XP-Chrome, there's no button to add attachments.

That's because bugzilla want's the bug created before you can add
attachments to it. I know it's unconvenient but i don't feel like hacking
bugzilla too much ...
