The Sketchbook sub-menu in the File menu of the PDE is empty after changing
Sketchbook location preference and moving the Sketch folders to the new location.
If I put Sketch folders back into the default Sketchbook location then the Sketchbook
sub-menu displays the list of Sketches again.

This is not a bug. When you change the sketchbook folder location, it will
rebuild the sketchbook menu to the sketches in that location. Unfortunately
there's no way for it to know when you've moved sketches to a new folder
(outside of constantly monitoring that folder and using disk and CPU time
to do so).
The solution is to move the sketches first, then change the folder
location. Or you can restart Processing after you've moved the sketches.
